HISTORY OF THE ISSUE

BC "Ural" was created in 2010 as part of the development program men's basketball, approved by regional authorities. Already in the first season, BC Ural completed the task of getting into the top five best teams Super League, finishing fourth in the final rankings. The Griffins played their home matches in the 2010/11 season on training ground Palace Game Types sports "Uralochka", that is, essentially, in a large gym, where several rows of stands were set up for spectators. At first, the unfamiliar team attracted only a few people who wanted to watch basketball; they calmly took their seats. But as the season progressed, the number of spectators, among whom there were real fans, grew to 200-300 people. Such a number of people no longer fit in the hall, people stood at the doors and along the entire perimeter of the site, so in the new season the team gradually moved to main arena DIVSA.

In the 2011/12 season, Ural, under the leadership of Oleg Okulov, for the first time in history became a participant in the Final Four of the Russian Cup and the champion of the men's basketball Super League. Significant contributions to the team's success were made by Semyon Shashkov, Sergei Varlamov, Vitaly Ionov, Maxim Dybovsky and Anton Glazunov, who became one of the best point guards in the Super League. An integral part of the team and the undisputed leaders were foreign players - Serbian Nikola Lepojevic and American Lorenzo Gordon. Another achievement of this season was a sharp increase in the number of spectators at matches - an average of 2,800 people per game. According to this indicator, the Ekaterinburg club took second place among all men's basketball clubs in Russia, behind only the finalist of the VTB United League and the winner of the European Cup, the Krasnodar team "Lokomotiv-Kuban".

After the end of the “golden season”, for the first time they seriously started talking about the need to increase funding for Ural. The Ekaterinburg team has earned the right to participate in elite division country, but this required a completely different budget, otherwise there was no point in even starting to play at a new level. However, the team no longer had any money. As a result, “Ural” was forced to postpone the promotion, the coaching staff and basketball players of “Ural” came to terms with this and went into battle again with the dream of making it to the VTB League next season.

In the 2012/13 season, Ural was also led by Oleg Okulov; Anton Glazunov, Alimzhan Fedyushin, Vitaly Ionov, Maxim Dybovsky and Dmitry Nikolaev remained on the team from the previous team. In a bitter struggle, Ural defended the championship title, becoming the first team in the history of the Super League to win the tournament twice in a row. Fans remember well that final match with dramatic ending. The Ekaterinburg club fought with the University-Ugra team. BC "Ural", exhausted by injuries and not having a long bench, pulled through that game, beating the opponent with a score of 66:63. BC "Ural" once again proved that it is worthy of other investments, and to perform on the same floor with the best clubs countries. Ironically, in the same season, 17 years later, FC Ural made it to the Premier League, and it became clear that all efforts would be directed to supporting the country's priority sport - football. When football club“Ural” still played in the FNL, the team’s budget was about 400 million rubles, and with entry into the Premier League, FC “Ural” received more than 800 million rubles. Funding for the club was increased, including by the government of the Sverdlovsk region.

It would be appropriate to recall here the Ekaterinburg hockey club"Avtomobilist", which is actively supported by the government of the Sverdlovsk region, headed by Governor Evgeny Kuyvashev. The team has been playing in the KHL since 2009, then the hockey players managed to immediately reach the playoffs, but they lost in the first round. Then, for three seasons, Avtomobilist did not reach the playoffs. In the 2013-2014 season, the Yekaterinburg club finally broke this sad pattern, but stopped at the quarterfinals. The same result was achieved last season. And all this with very comfortable financing, when hockey players have the opportunity to focus on the game, forgetting about everyday issues. Only the salary budget of Avtomobilist in the 2013-2014 season, according to the KHL, amounted to more than 350 million rubles. The total budget of BC "Ural" never reached even 100 million rubles.

Minister of Sports and Youth Policy of the Sverdlovsk Region Leonid Rapoport, who is a member of the pop council of BC Ural, answering questions from journalists, stated that the share of budget funds in financing the basketball club is even greater than in the budgets of other professional teams. True, the minister made an important reservation - “in percentage terms,” that is, in the hundreds of millions of rubles of the budgets of FC Ural and HC Avtomobilist, the lion’s share is sponsorship money, and in the case of BC Ural, the opposite is true.

In the 2013/14 season, BC Ural, under the leadership of the same Oleg Okulov, became the main sensation of the European Challenge Cup. In the EuroChallenge, the Ekaterinburg club won two group stage and reached the playoffs, losing only two matches. In the quarterfinal series, the Griffins lost to Triumph. European guests coming to the games in Yekaterinburg each time noted the high level of organization of the matches and the high-quality play of the Ural basketball players. In addition, in the regular season, Ural entered the top three.

In season - 2014/15 BC "Ural" entered with an almost 100 percent updated roster, only Dmitry Flis remained from the previous team. The remaining players went to Super League clubs with better conditions, and Anton Glazunov decided to try his hand at the VTB United League. By some miracle we managed to save coaching staff club. However, at the beginning of the season there were even foreign players on the team - Americans Michael Snaer and Marco Killingsworth, but Snaer left the team in October when he did not receive his salary. BC "Ural" then released the player for the first time without fulfilling its financial obligations. After the new year, Killingsworth also left. It is worth noting that both basketball players did their jobs honestly until the very end.

Due to financial problems, Ural had to significantly reform its roster during the season and refuse to participate in the Russian Cup. By the new year, the question of disbanding the club arose, but in the end this was avoided. Putting up with hardships in the form of delayed salaries, lack of proper medical care, debts for renting the site and for the services of a support group, losing viewers due to the lack of necessary advertising, the club fought for victory in the regular season until the last round. Moreover, BC "Ural" entered the playoffs and fought for bronze medals, but in a difficult five-match series lost to Dynamo Moscow and, given the circumstances, took a more than worthy fourth place.

The term “team effectiveness” once appeared in the process of distributing the regional budget between Yekaterinburg sports clubs. Perhaps today, when the state counts every penny, a slightly more objective approach to assessing the results and capabilities of teams will again become relevant, and money will not go exclusively to trendy sports.

On the other hand, it is difficult to predict how the Ural bookmaker will behave if a multi-million dollar budget has fallen on it. Perhaps it was the fight against circumstances that always spurred the team on, forced them to play to the limit and show results above expectations. Perhaps, with decent funding in the VTB League, the Ural basketball club will repeat the fate of the football club, which for two seasons was on the verge of relegation from the Premier League.

The unstable economic situation and the inertia of officials have a critical impact on sports. Companies and regions have actually stopped investing in image-loss projects, which in the overwhelming majority are professional sports clubs, and sponsorship is finally becoming voluntary-compulsory under pressure from authorities at all levels. Only clubs whose owners are either oligarchs who have a personal passion for a particular sport, or the authorities of economically stable regions for which big sport- part of social policy. And if the most budget-intensive sports, such as hockey or football, even in a crisis, slightly reduce internal cash flows, then for others, even those historically assigned to regions, the collapse of sponsorship and budget support will be fatal. The professional basketball club "Ural" of Yekaterinburg is on the verge of destruction.

The Sverdlovsk region risks losing professional basketball. Against the backdrop of multi-million dollar investments in the women's European leading club UMMC and the infrastructure controlled by its actual owner Andrei Kozitsyn, and, accordingly, the results, the picture of the region's basketball vertical looks deplorable. The flagship of men's basketball in the Ural Federal District, BC Ural, is on the verge of closure.

Now, when photographs of the club’s players standing with outstretched hands appear in the media, the recent successes of the “griffins”, who twice became champions of the Super League in 2012 and 2013, the second tier of professional basketball in Russia, look paradoxical. The current playing season, it is possible, will be the last in the history of the team, at least in its current form.

For the first time, the difficult financial situation in the team during the current gaming season became known in October 2014. Due to lack of funding, the club had to withdraw from the Russian Cup, and soon participation in the championship was also at risk. Lack of funds did not allow us to go to Alma-Ata, and also forced us to part with the leader, an American. Michael Snaer without fulfilling their financial obligations. Emergency funds were found with the participation of regional authorities. This delayed but did not solve the problem. The general sponsor the “griffins”, as before, are missing. According to the club, a search for him is underway, as evidenced by the invitation to sponsorship, which was posted on the official website a long time ago.

However, investors are not showing enthusiasm. Budgetary injections and small contributions from third-party organizations will allow performances to continue until the end of the season, but there are no guarantees for next year. Sources in the club are reluctant to talk about the dire financial situation, but the fact that it is difficult is confirmed by the fact that Ural had to abandon video broadcasts of matches, a presenter and a mandatory support group. For the absence of cheerleaders during breaks on the court, a fine was imposed on the team, which also did not improve the financial well-being of the team.

“Compared to elite hockey or football, basketball is less expensive type sports. Please understand that there are 16 professional teams in our area. different types sports, and the overwhelming majority of them all need funds from the budget. BC "Ural" receives even more in percentage terms than hockey players or football players. Its budgetary financial component is about 40%, the rest is the money of those who can now provide it. I have no doubt that the team will finish the season. Otherwise, you can ask them for the invested funds back. I cannot predict what will happen next. Although I will say again that basketball is not that expensive. I haven’t seen a photo of the team with outstretched hands,” said Leonid Rapoport, Minister of Sports of the Sverdlovsk Region.

At the same time, the regional Ministry of Sports cut the funding limit for the Basketball Federation of the Sverdlovsk Region in 2015 by more than half, putting the public, but at the same time quite influential organization, which also serves as a kind of coordinator between children’s and youth and professional sports, on the brink of survival. The FBSO exists mainly on donations from individuals, as well as investments from its president Viktor Ganienko, part-time owner of the famous chain of shoe stores "Robek". Enthusiasm Ganienko, as well as executive director Andrey Borodaylyuk allows sports structure stay afloat and even hold a considerable number of children's, youth and veterans' tournaments, as well as supervise the work of sports schools.

“Budget funding is now being cut everywhere. And basketball is not the highest priority. We were cut by 56%. Of course, this affects work. We have to rearrange plans. We are not able to help professional clubs. Our task is the development of mass, children's sports, training future masters, holding competitions. Now a promising team of young men born in 2000 has gone all out Russian competitions– we partially helped them and financed them. But, unfortunately, we simply don’t have the money to cover all schools,” said the executive director of the FBSO.

The idea of ​​the actual collapse of regional basketball was developed by the president of the federation - according to Ganienko, the process of entering the pool of club sponsors should be mutually beneficial, only in this case it can be of interest to potential investors.

“As president of the FBSO, I must, first of all, fulfill the tasks of developing mass sports and prepare a sports team for professional teams. Only recently I have invested 10 million of my own funds in organizing tournaments for children’s and youth teams in the region. Understand that sponsors are ready to invest money in professional basketball, and as the owner of a successful trading company, I am too. But this is a mutual process. When a sponsor comes, he must get something in return. We do not demand any tax benefits, but we are interested in expanding opportunities - transferring retail space and land plots for use. Otherwise it is simply unprofitable. On top of that, oddly enough, while heading the FBSO, I’m not even on the club’s board of trustees,” the head of the federation expressed his vision of the situation.

At the moment, contacts between BC Ural and the FBSO are sporadic and limited to the transfer to the regional basketball structure of the club’s children’s team to play in the Children’s and Youth Basketball League. The current roster of the “Gryphons” includes only one local student – ​​Sergei Panin. This state of affairs causes sincere regret among representatives of the FBSO.

The federation also sees a problem in the competition of sports schools, which, according to functionaries, is not always healthy. Apart from the famous school Olympic reserve Youth Sports School No. 3, which gave a lot to Russian basketball famous players, there are other sports facilities. The FBSO tries to support some of them to the best of its ability, even taking into account the “braid” of the Ministry of Sports. The President, in particular, mentioned the basketball school in Asbest, whose students lacked the basics - balls and sports shoes, not to mention money for training camps.

One of these “hot spots” is the confrontation between the leadership of the federation and the A. E. Kandel basketball school, also known as the “Kandel Club”. The editors have a letter from the leaders of the Kandel school with claims to the FBSO and the Ministry of Sports of the Sverdlovsk Region regarding the allocation of funds for away tournaments at the regional and all-Russian level, entitled “It is difficult to communicate with ministers - they look down on everyone.”

“It’s a paradoxical situation - we have very talented sports teams born in 2000 and 2002, but neither the federation nor the regional Ministry of Sports pays any attention to them. Teams from the Chelyabinsk region, meanwhile, go to training camps, prepare purposefully, and participate in competitions. And with us they want results, but they don’t want to invest in them. We contacted the Ministry of Sports about the 2000 youth team, but they simply ignored us. We are about to participate in international tournament Friendly Cup, qualifying and final Russian competitions, we are in the finals of the Russian championship in five ages, but no attention is paid to us. I note that the Ministry of Sports seems to forget that popular sports are the image of the region, the support of which the governor has repeatedly spoken about Evgeniy Kuyvashev. For comparison, in the Chelyabinsk region, the fact that Governor Boris Dubrovsky set the task that any high-achieving sport should work for the development of mass and children's sports, and asked his deputies to supervise the teams, is already bringing tangible results. For example, the Dynamo basketball club, which Vice-Governor Nikolai Sandakov volunteered to develop, citing internal information from the club, is already 80% provided with the resources of sponsors attracted by the deputy head of the region. More expensive hockey, which was entrusted to be supervised by Deputy Governor Ivan Senichev, is also actively moving away from budget funding and redistributing resources in favor of children's and youth teams of the Traktor HC system.

In turn, the Ministry of Sports of the Middle Urals considers the claims and requests of the “Kandelevites” to be sent to the wrong address. Head of the regional department Rapoport said that such issues are beyond the competence of sports officials. The FBSO also referred to the current impossibility of providing support to the promising team. However, they brought more weighty and detailed arguments.

“For us, all schools are equal, and we as a federation cannot give preference to some schools to the detriment of others. This also applies to the Kandel school, which has existed for only 3 years, whose only undeniable success is the girls’ participation in the finals of the Russian championship. Moreover, if we had free funds, we would be happy to allocate them. And when they do appear, we have much poorer sports schools in the same Asbest, in the north of the region - Krasnoturinsk, Serov, Karpinsk, Volchansk. In addition, this school itself is under the jurisdiction of the Yekaterinburg Basketball Federation, and it is this school that, first of all, should provide support to its teams,” the FBSO responded to the claims of the “Kandelevites.”

Meanwhile, the school named after A.E. Kandel is not at all eking out a miserable existence. One of the curators of the “Kandel Club” and the school, according to the agency, is the head of the administration of the Ordzhonikidze district of Yekaterinburg, Oleg Lefton, and through his efforts the school is a well-off structure.

The lack of established interaction between various parts of the basketball and, in general, sports hierarchy of the region, professional clubs and the relevant department, “signs of unhealthy competition between schools,” coupled with the sequestration of budgetary allocations, threaten the future of this sport in the Sverdlovsk region. The situation could be partly saved by sponsorship on a mutually beneficial basis, but at the moment there is no basis for it, except for strong-willed decisions of a political nature, and the result will be the disappearance of several more clubs from the basketball horizon of the Ural Federal District.
