ABOUT THE SPECIALIZED CHILDREN AND YOUTH SPORTS SCHOOL

OLYMPIC RESERVE

I. General section

1. SDYUSSHOR No. 2 is an institution additional education children, enjoys the rights of a legal entity and in its activities must:

carry out physical education, recreation and educational work among children and adolescents aimed at strengthening their health and comprehensive physical development;

work to attract students to systematic physical education and sports, provide comprehensive assistance to secondary schools in organizing methodological and mass sports work on the sports cultivated at Sports School No. 2;

identify in the process systematic training capable children and adolescents to attract them to specialized sports at Sports School No. 2;

ensure that students acquire a minimum of knowledge in the field of hygiene and first aid, as well as mastery of the theoretical foundations and basic techniques for assessing their condition.

2. The condition for opening a sports school is the presence of your own or rented sports base necessary for conducting the educational and training process, qualified management and coaching staff, administrative premises, the possibility of organizing a health and sports camp, funding for maintaining the minimum number of training groups provided for by these Regulations.

3. The quantitative ratio of departments with the status of Olympic reserve in the Sports and Youth Sports School is established by the Ministry of Sports, Tourism and Youth Policy.

The number of training groups in the Youth Sports School and Sports Sports School is established depending on the specifics of the sport and the existing conditions, but not below the minimum quantity determined by the section “Occupancy of educational groups and the mode of educational and training work of youth sports schools and sports schools for one department”, according to Appendix 1.

4. SDYUSSHOR No. 2 may include structural units operating on self-financing and self-financing terms.

OLYMPIC RESERVE (SDYUSHOR)
5. A specialized children's and youth school of the Olympic reserve is created for one or more sports on the basis of existing departments that have reached a high level of work on training young athletes.

The condition for the organization of SDYUSSHOR is the presence of a contingent for the formation of at least two groups of sports improvement in the sport and more than half of the departments must have the status of an Olympic reserve.

6. The main task of Sports School No. 2 is to train highly qualified athletes in cultivated sports who are capable of joining the roster of candidates for the national teams of the country.

7. SDUSHOR forms educational and training groups, groups of sports improvement and higher sportsmanship.

One year after the specialization has been assigned, the SDYUSHOR must fully comply with the staffing provided for this category of schools.

8. The opening of sports improvement groups is carried out by the Committee on Physical Culture and Sports and subject to approval of the list of groups.

9. The opening of groups of higher sportsmanship is carried out by the regional sports committee, subject to approval of the list of groups.

10. At the end of the Olympic cycle, the SDUSSHOR network, except for those approved for the previous year, is re-approved in the prescribed manner.

In the event of a decrease in the performance of training candidates and reserves for the national teams of the country, the Sports School for Youth and Youth Sports School may be transferred by decision of the relevant higher organization in agreement with the Ministry of Sports and Tourism to the wage conditions provided for the Sports School for Youth and Youth. At the same time, the Youth Sports School can continue to operate in the SDYUSHSOR mode for two years.

If the work on preparing candidates and reserves for the national teams of the country improves, the school can again be transferred to the SDUSSHOR nomenclature on a general basis.
II. Staffing and activities of youth sports schools and sports schools
11. SDYUSSHOR No. 2 is staffed from among students of secondary schools, children and adolescents who do not have health problems and contraindications for sports, they are provided with equal conditions for admission and training, and those who have prospects in high-achievement sports are provided with the necessary conditions for their sports improvement.

12. The age of those entering and studying at the Youth Sports School and Sports Sports School must meet the requirements specified in the section “Occupancy of study groups and the regime of educational work in the Youth Sports School, Sports School and Sports School”, according to Appendix 1.

Initial training groups are made up of students from secondary schools who want to play sports.

Educational and training groups are staffed from a number of gifted and capable children and adolescents who have undergone initial sports training and completed the admission regulatory requirements for general physical and special training.

Sports improvement groups are staffed from among athletes who have passed the training stage in educational and training groups and have fulfilled the admission standards for special physical and sports training.

Groups of higher sportsmanship are composed of athletes who have passed the previous stage of training and meet the requirements for candidates for the national team or its reserve team.

13. The transfer of students to the group of the next year of study is made by decision of the coaching council on the basis of length of training, fulfillment of standard indicators of general and special physical training. Students who do not fulfill these requirements are not transferred to the next year of study. Such athletes, except for students in groups of higher sports excellence, may, by decision of the pedagogical council of the sports school, continue their studies for a second year, but no more than once per year. at this stage preparation.

Note. Individual students who have not reached the established age for transfer to the group of the next year of study, but who have fulfilled the program requirements of the previous year of study, may be transferred ahead of schedule by decision of the pedagogical council with the personal permission of a doctor. The transfer is carried out by order of the director of the Sports and Youth Sports School.

14. Approval of the number of educational groups is carried out by the organization that is in charge of the Youth Sports School, Sports School and Youth Sports School. Based on this, the administration of the sports school carries out the annual calculation of hours annually until September 1. At the end school year in a comprehensive school, the quantitative composition of the group can be 50% of the existing one.

15 Enrollment of students in the initial training groups of the Youth Sports School is carried out upon the application of the applicant with the consent of the parents, the management of the secondary school, with the written permission of the pediatrician of the clinic at the place of residence or the doctor of the secondary school. In case of students leaving the group, the trainer-teacher is obliged to complete it within a month.

16. Enrollment of students in the Sports and Youth Sports School is carried out upon the written application of the applicant, on the basis of the conclusion of the medical and physical education dispensary, on the recommendation of the Youth Sports School indicated in the athlete’s card.

17. Graduates of a sports school are students who have completed all stages of preparation and passed the graduation standards. Graduates of the Youth Sports School are issued an athlete card indicating their level physical qualities and recommendations for further sports improvement. In addition to the athlete's card, graduates of the sports school are issued a certificate of completion indicating the level of sports readiness.

Enrollment and graduation of students is issued by order of the director of the sports school.

18. Sports school students sent to improve sports skills in sports boarding schools, schools of higher sports excellence, teams of masters game types sports are not included in the quantitative composition of the groups, but are considered students of a given sports school and can play for its team. To complete the group, students from the previous year of study can be enrolled in it. The mode of educational work and the occupancy of this group are maintained until the end of each stage of training.

SDYUSHOR, which transferred individual students or a study group to improve sports skills in SHIP, SHVSM, teams of masters in team sports, remains in the nomenclature of these schools with the preservation of the group for remuneration of executives and specialists during the Olympic cycle.
III. Organization of the educational and training process
19. The academic year in the Youth Sports School and Sports School begins on September 1. Educational and training sessions in departments of sports are conducted according to curricula approved by the USSR State Committee for Physical Culture and Sports, and curriculums designed for 46 weeks of educational and training sessions directly in the conditions of a sports school and an additional 6 weeks in the conditions of a health-improving and sports camps and individual plans students for the period of their active rest.

20. The main forms of the educational and training process are group educational and theoretical classes, work according to individual plans (required in groups of sports improvement and higher sportsmanship), medical and rehabilitation activities, participation in competitions, match meetings, educational and training camps, stay in health and sports camps, instructor and referee practice for students.

Classes in initial training groups can be held in secondary schools throughout the academic year using existing sports facilities. If there is a contingent of students in the quantities established for groups, classes with them continue during the summer holidays.

The duration of one lesson in initial training groups should not exceed two academic hours, in educational and training groups - three academic hours with at least four daily training sessions in Week; in groups where the load is 20 hours or more per week - four academic hours, and with two training sessions a day - three academic hours.

When calculating allocations for classes in sports and rhythmic gymnastics, acrobatics, teaching hours should be increased by 2 times, taking into account the remuneration of trainers and teachers for the sports included in the curriculum. An increase in the number of training hours is subject to simultaneous involving the main trainer-teacher and trainers-teachers in related sports in working with the group.

21. To conduct classes in educational and training groups, groups of sports improvement and higher sportsmanship within the number of hours of the curriculum established by the mode of educational and training work for this group, in addition to the main coach-teacher for all sports, an additional second coach may be involved - teacher.

22. In the departments of sports and rhythmic gymnastics classes (up to 70% of the total number of educational and training hours) can be conducted with musical accompaniment.

23. To ensure year-round educational activities and active recreation for students, health and sports camps are organized during the winter and summer holidays.

24. To prepare teams and students admitted to participate in regional, all-Russian and international competitions SDUSSHOR has the right, within the limits of allocations for educational and training work, to conduct educational and training camps lasting up to 12 days for regional competitions and up to 18 days for all-Russian international competitions.
IV. Educational work
25. The sports school organizes and conducts educational work with students.

Educational work should contribute to comprehensive harmonious development personality and is carried out taking into account age and individual characteristics, the level of sports skills of students and the traditions of the sports school.

Educational work is carried out in the process of educational and training sessions, competitions, free time and should create in young athletes the need to play sports, constantly replenish their knowledge, abilities, skills and creative application of them in practical activities.
V. School management
26. SDYUSSHOR is headed by a director appointed from among specialists with physical education or pedagogical education and experience working with children. The director provides general management of the work of the sports school and is responsible for the organization and condition of all educational, training, educational, methodological and administrative work, for the selection and placement of coaching, teaching and administrative personnel.

27. The Deputy Director for educational and sports work is appointed from among specialists with physical education education and experience in coaching and teaching in the field physical education and sports for at least 5 years. It ensures the holding of sports competitions at school and the performance of students in regional, city and other sports competitions. Monitors the conduct of educational and training sessions, implementation of curricula, sports programs and class schedules. Manages the work to promote physical culture and sports and disseminate best practices. Prepares necessary materials for the participation of coaches and athletes in competitions.

The deputy director for educational work is appointed from among specialists with pedagogical or physical education education and experience working with children. He is responsible for the organization educational process and educational work, organization of work to improve the qualifications of sports trainers and teachers. Conducts development work curriculum and class schedules. Conducts educational work in a team. Prepares the necessary materials on tariffs and assignment of qualification categories to trainers and teachers in sports.

28. The director and deputy directors are appointed and dismissed in accordance with the established procedure by the organization in charge of the school.

29. Organizational, educational, health-improving and methodological work in sports school systematically carried out by an instructor-methodologist who, as a rule, has a higher physical education education or 3 years of teaching experience.

Its functions include monitoring the conduct of educational and training sessions, the implementation of lesson programs by type of sports curriculum and class schedule, organizing the promotion of physical education and sports work. Maintains educational and methodological documentation, records of the school's dischargers and sports records. Liaises with medical institutions, research institutes, secondary schools, vocational schools and other organizations on issues of the educational process.

30. The director, deputy director and instructor-methodologist of a sports school are allowed to conduct training sessions at their school for no more than 50 hours on average per month with payment based on the rates of sports trainers and teachers with the appropriate qualifications (education, category) and coaching and teaching experience work.

31. The coaching and teaching staff of the school is made up of specialists, as a rule, with higher or secondary vocational education in physical education.

In cases where there is not enough coaching and teaching staff to conduct classes, physical education teachers, instructors and other physical education specialists (including retirees) can be involved in this work, and for initial training groups, also senior students of physical education institutes and faculties physical education of pedagogical institutes (schools of culture, choreography departments - for special classes).

Sports trainers and teachers are responsible for the life and health of children, the correct formation of groups, conducting educational and training work with students, and implementing educational programs. Monitor the timely completion of medical examinations and medical examinations of those involved. Organize the selection of promising young athletes. Educational and training plans are developed for each athlete in groups of sports improvement and higher sportsmanship, taking into account individual characteristics. They monitor discipline and control attendance. Ensure the safety of activities and compliance with sanitary and hygienic requirements. Maintain systematic records of the results of general and special physical, technical and sports training of those involved.

This is already the tenth school in the republic that has received such status. In principle, all existing basic sports We have already received the status of an Olympic reserve school. At the meeting, a proposal was voiced to name the fencing school after one of the champions - Larisa Tsagaraeva, Aida Shanaeva or others. A decision on this issue is currently under discussion.
