What is GTO?

The tradition of passing the GTO standards came to us from the USSR. It developed successfully from 1931 to 1991. For some time it was forgotten, but in 2014, by decree of President V.V. Putin's program was reintroduced into the life of Russian society.

The abbreviation GTO stands for “Ready for Labor and Defense.” There are 11 steps in the complex. The division was carried out according to gender and age. Participants are asked to pass standards in tests such as jumping, push-ups, pull-ups, running different distances, projectile throwing, shooting, swimming, cross-country skiing and hiking.

The population of our country is definitely not distinguished by good health and good physical endurance and strength. And in many cases the reason for everything is sedentary lifestyle life and dislike of our fellow citizens for physical activity. The government has decided to take the initiative to correct this situation and promote sports to the masses. The fact that we now have such a public event as passing the standards of the “Ready for Labor and Defense” complex, uniting not professional athletes, and amateurs, should help in popularizing the sport. In addition, the reward for participation will be not only badges and the award of a particular place, but also benefits.

Why do we need a GTO complex?

Goals VFSK GTO are health promotion, harmonious and comprehensive development of personality, education of patriotism. The objectives of the All-Russian Physical Culture and Sports Complex are:
a) increasing the number of citizens systematically involved in physical culture and sports in Russian Federation;
b) increasing the level physical fitness and life expectancy of citizens of the Russian Federation;

I. General provisions

1. The procedure for organizing and conducting testing of the population within the framework of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) (hereinafter referred to as the Procedure) was developed in accordance with Decree of the President of the Russian Federation dated March 24, 2014 N 172 “On the All-Russian Physical Culture -sports complex “Ready for Labor and Defense” (GTO)” (Collected Legislation of the Russian Federation, 2014, No. 13, Art. 1452), paragraph 18 of the Regulations on the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (GTO), approved by Decree of the Government of the Russian Federation of June 11, 2014 N 540 (Collection of Legislation of the Russian Federation, 2014, N 25, Art. 3309) and paragraph 14 of the action plan for the phased implementation of the All-Russian physical culture and sports complex "Ready for Labor and Defense" (GTO ), approved by order of the Government of the Russian Federation of June 30, 2014 N 1165-r (Collection of Legislation of the Russian Federation, 2014, N 27, Art. 3835).

2. The procedure determines the sequence of organizing and conducting testing of the population to meet state requirements for the level of physical fitness of the population when fulfilling the standards of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO), approved by order of the Ministry of Sports of the Russian Federation dated July 8, 2014. N 575 (registered by the Ministry of Justice of the Russian Federation on July 29, 2014, registration N 33345) (hereinafter referred to as state requirements) within the framework of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO).

3. The organization and conduct of testing of the population within the framework of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) (hereinafter referred to as testing, complex) is carried out by testing centers to fulfill types of tests (tests), standards, requirements for assessing the level of knowledge and skills in the field physical culture and sports (hereinafter referred to as the testing center).

II. Organization of testing

5. An application submitted for the first time shall indicate:

Date of Birth;

Details of the identity document of a citizen of the Russian Federation;

For persons under fourteen years of age - birth certificate data;

Residence address;

Contact phone number, email address;

Sports title (if available);

Honorary sports title (if available);

Sports category indicating the type of sport (if available);

List of selected types of tests (tests);

Consent to the processing of personal data.

The application must be accompanied by two photographs measuring 3x4 cm (on paper or electronic media).

If minors express a desire to undergo testing, the application is submitted by their legal representatives.

6. The testing center accepts applications and creates a unified list of participants. Collective applications may be accepted if the conditions specified in paragraph 5 of this Procedure are met.

7. The testing center draws up a testing schedule, which is posted on the website www.minsport.gov.ru of the federal executive body of the Russian Federation in the field of physical culture and sports on the Internet information and telecommunications network (hereinafter referred to as the website) every fourth week of the month.

8. The testing center publishes on the website 14 days before the day of testing an address list of testing sites indicating the types of tests (tests) corresponding to the testing location.

9. The testing center on the day of testing allows participants to undergo testing if they have an identification document of a citizen of the Russian Federation, for persons under fourteen years of age - a birth certificate, or copies thereof, as well as a medical certificate on admission to physical education and sports (including mass sports), sports competitions*, issued based on the results of a medical examination (examination) conducted in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated August 9, 2010 N 613n “On approval of the procedure for providing medical care during physical education and sporting events"(registered by the Ministry of Justice of the Russian Federation on September 14, 2010, registration No. 18428).

After a participant is admitted to testing, the testing center registers the participant, assigns him a number and issues him a certificate certified by the testing center. registration card to account for compliance with government requirements.

The registration card for recording compliance with state requirements contains:

Photo of the participant measuring 3x4 cm;

Last name, first name, patronymic (if available);

Date of birth;

A note confirming the presence of a medical report;

The level of the complex structure and the age group in which the participant is being tested;

Types of tests (tests) that the participant passes in accordance with state requirements for the corresponding stage of the complex structure;

Results of completed tests (tests), certified by the judge’s signature indicating the number and date of the protocol for fulfilling state requirements;

Information about awarding the complex insignia;

Availability information sports category(in the presence of).

The registration card for recording compliance with state requirements is permanent.

Maintaining a registration card to record compliance with state requirements is carried out by the testing center in paper and electronic form.

If a participant loses a registration card to record compliance with state requirements, the testing center issues a duplicate of it.

10. The participant is not allowed to take testing in the following cases:

Failure to submit the documents specified in paragraph 9 of this Procedure;

Deterioration of his physical condition before or at the time of fulfilling the standards of the complex.

11. When a participant undergoes the next test, the application indicates only the last name, first name, patronymic (if any), participant number and the types of tests (tests) selected for execution.

The schedule for the next testing is determined by the testing center and posted on the website no later than 14 days before the start of testing.

12. To obtain admission to the next test, the participant submits to the testing center a registration card to record compliance with state requirements and a medical report.

13. If a participant does not pass the test, he has the right to undergo re-testing, the schedule of which is determined by the testing center and posted on the website at a time determined by the testing center.

14. The testing center provides conditions for organizing the provision of medical care during testing.

III. Carrying out testing

15. Testing includes:

a) testing by types of tests (tests) to determine the level of development physical qualities and applied motor skills in order to meet standards that allow assessing the versatility (harmony) of the development of basic physical qualities and applied motor skills in accordance with the gender and age characteristics of human development, established by state requirements;

b) assessment of the level of knowledge and skills in the field of physical culture and sports in accordance with state requirements.

16. In order for the participants to realize their physical capabilities, testing by type of test (tests) is carried out in the sequence established by this Procedure.

To prepare for each type of test, participants perform physical exercise under the guidance of a specialist in the field of physical education and sports or independently.

The sequence of testing by type of test (tests) is the need to start testing with the least energy-intensive types of tests (tests) and providing participants with a sufficient rest period between fulfilling the standards established by state requirements.

17. Testing, which allows us to determine the level of development of physical qualities and applied motor skills, is carried out in the following sequence according to the types of tests (tests) for assessment:

Flexibility;

Coordination abilities;

Speed ​​capabilities;

Speed-power capabilities;

Applied skills;

Endurance.

18. Compliance by participants with the sequence of testing, as well as compliance with state requirements, is carried out by a sports judge who has undergone special training and received the appropriate qualifications in accordance with the Regulations on sports referees, approved by order of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation dated November 27, 2008 N 56 (registered by the Ministry of Justice of the Russian Federation on January 19, 2009, registration No. 13114).

19. After testing for each type of test (tests), the sports judge informs the participants of their results.

The test results of each participant are recorded by the sports judge in the protocol for fulfilling state requirements, a copy of which is posted on the website for the participants to review.

The protocol for fulfilling state requirements indicates:

Name of the subject of the Russian Federation, municipality, settlement in which testing is carried out;

Date of testing;

Last name, first name, patronymic (if available);

Main place of study, work (if any);

Complex structure level and age group;

Type of test (test);

The result of the test (test);

Compliance with the complex standards;

Participant's bib number (if available);

Sports referee's signature.

After entering the test results of the participant into the protocol for fulfilling state requirements, the test results of the participant are entered into the registration card to record the fulfillment of state requirements.

20. In order to collect and record the data of participants who have passed testing, fulfilled the standards established by state requirements and are applying for awarding the corresponding insignia of the complex, the testing center that organizes and conducts testing at the municipal level summarizes the data from the protocols for fulfilling state requirements into a consolidated protocol of the municipal education, and sends it to the organization that carries out the analysis, generalization and formation of the consolidated protocol of the subject of the Russian Federation, which, in turn, sends it to the organization that carries out the analysis, generalization, and formation of the consolidated protocol of the Russian Federation for submitting it to the organization that makes decisions on awarding citizens with appropriate insignia of the complex.

The summary protocol contains:

Fulfillment of state requirements for gold, silver or bronze insignia of the complex.

21. The protocol for fulfilling state requirements is the basis for nominating a participant for awarding the appropriate insignia of the complex.

GTO complex The All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) is a full-fledged program and regulatory framework for the physical education of the country’s population, aimed at the development of mass sports and the improvement of the nation’s health. The age for passing the GTO is from 6 to 70 years.

The All-Russian Physical Culture and Sports Complex establishes state requirements to the physical fitness of citizens of the Russian Federation. The All-Russian physical culture and sports complex is based on the following principles:

c) mandatory medical control;

d) taking into account regional characteristics and national traditions.

By means of Decree of the President of the Russian Federation dated March 24, 2014 No. 172 “On the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO)” was developed and approved action plan for the phased implementation of the VFSK “Ready for Labor and Defense” .   • ninth stage - from 50 to 59 years;
  • tenth stage - from 60 to 69 years;
  • eleventh stage - from 70 years and older.

Types of tests may change due to weather conditions.

If the participant is the owner current sports category not lower than the second youth level or sports title, the relevant documents must be provided at registration.

Compliance with GTO standards is carried out in educational organizations subordinate to the Department of Education of the city of Moscow, which carry out activities to comply with the standards of the All-Russian Federal GTO GTO. To ensure the passage and implementation of the VFSK GTO standards, a commission is created in each educational institution. GBOU School 1573 is included in the list of educational organizations subordinate to the Department of Education of the city of Moscow, which are testing centers for fulfilling the standards of tests (tests) of the All-Russian Federal Sports and Technical Testing Society. Students who do not have health restrictions for physical education and sports are allowed to pass the VFSK GTO standards. Students who demonstrate during the tests a level of physical fitness that meets the requirements of the established GTO standards are awarded the GTO insignia and a certificate for the badge.

The Russian Ministry of Sports has developed and approved updated state requirements of the VFSK GTO for the period from 2018 to 2021. Order of the Ministry of Sports of Russia dated June 19, 2017 No. 542 “On approval of state requirements of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (GTO) for 2018-2021” was registered by the Ministry of Justice of Russia and comes into force on January 1, 2018.

In connection with the entry into force of updated state requirements for stages I-VI of the GTO complex (age from 6 to 24 years inclusive), the reporting period for meeting the standards will be divided into 2 parts:

  • from July 1 to December 31, 2017 - the reporting period during which the test results according to the standards of the GTO complex in force in 2017 are valid;
  • On January 1, 2018, the reporting period will begin, during which the new standards of the GTO complex will be valid. The reporting period for students will end on June 30, 2018.

Students of various health groups are allowed to take the GTO standards in schools, but subject to the mandatory fulfillment of certain conditions. The student must attend physical education classes regularly. The child must study in sports sections corresponding to his health group. Students who have the appropriate medical permission are allowed to take the GTO test. A child in poor health will not be exposed to physical activity.

Of course, without the basics of proper physical training, the GTO in schools will seem unrealistic. Therefore, in addition to attending physical education lessons, children are recommended to monitor their motor patterns during the week.

Today in Moscow, everyone has the opportunity to meet the standards of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense.” GBOU DPO "Center for Patriotic Education and School Sports" accepts standards from students of educational organizations subordinate to the Moscow Department of Education. Those who do not meet this requirement should contact the Moscow Department of Sports and Tourism, which adopts standards for all levels.

The VFSK GTO standards are divided into 11 levels:

Participants who have received a doctor’s clearance are allowed to comply with the standards.

To comply with the GTO standards, you must come to one of the 250 sites that accept the GTO standards. You need to have an identity document, UIN and a doctor’s clearance with you.

The work schedule and list of basic sites for accepting GTO standards in educational organizations subordinate to the Moscow Department of Education are posted on the website http://voenpatriot.mskobr.ru/.

You can meet the GTO standards at the sites of the Moscow Department of Education, at Moskomsport institutions or at festivals held by the Center for Patriotic Education and School Sports.

Also testing centers are: MAU “Trinity Teenage and Youth Club “Orbita”, ANO “Central Sports Club of Public Service” and NGO “Military Sports Foundation”.

Also, each district of Moscow has its own Moskomsport Testing Center.
